LAWS OF MARYLAND
14, Subtitle 2 of the Commercial Law Article relating to
consumer debt collections[; and], (B)    [in] IN case [the] A licensee [shall be] IS
convicted by a court a second time [of a violation of §§
12-203, 12-205, 12-208 (a), or 12-210] UNDER §12-316 of
the Commercial Law Article, the Commissioner [of Consumer
Credit] shall revoke [such] ITS license[; provided that]
IF the second offense [shall have] occurred after a prior
conviction, in which case another license [shall] MAY not
be issued to [such] THE licensee. (C)    [Upon] ON revoking or suspending any license,
the Commissioner [of Consumer Credit] shall file in his
office his [finding] FINDINGS and a statement of all
facts [considered by him upon] ON which [said finding is]
HIS FINDINGS ARE cased. 7. (A)  The decision of the [Administrator of Loan Laws]
COMMISSIONER OF CONSUMER CREDIT in refusing to issue,
revoking, or suspending any license [shall be] IS subject
to appeal to the circuit court of any county, or any law
court of Baltimore City, in which the licensee resides or
is doing business or in which the office of the
[Administrator of Loan Laws may be] COMMISSIONER IS
situated. All [such] appeals shall be [upon] ON the
record of proceedings before the [Administrator of Loan
Laws] COMMISSIONER. If, [upon] ON the hearing, it
[shall appear] APPEARS to the court that testimony is
necessary for the proper disposition of the matter, the
court may allow additional evidence to be introduced.
The court may reverse or affirm, wholly or partly, or may
modify the decision brought up for review. (B)  There [shall be] IS a further right of appeal to
the Court of Special Appeals from the final decision of
the court hearing [such] THE appeal, either by [the] AN
AGGRIEVED licensee[, aggrieved thereby,] or by the
[Administrator of Loan Laws] COMMISSIONER.
The license shall be kept conspicuously posted in
the place of business of the licensee. 9. (A) No [person, copartnership, association or
corporation so licensed shall] LICENSEE MAY make any loan
or transact any business provided for by this article[, ]
under any [other] name[,] or at any [other] place of
business[,] OTHER than that named in the license. Not
more than one place of business [shall] MAY be maintained
under the same license and no loans or advancements
[shall] MAY be made, applications received, OR notes or
contracts signed[,] at any [other] place of business
