Article XIII - New Counties be and they are hereby
repealed; and that Section 6 of Article XIII — New
Counties be and it is hereby renumbered to be Section 2
of Article XIII - New Counties; and that Section 1 of
Article XV - Miscellaneous be and it is hereby amended;
and that Sections 3 and 11, respectively, of Article XV —
Miscellaneous be and they are hereby renumbered to be
Sections 2 and 3, respectively, of Article XV —
Miscellaneous; and that Sections 2 and 6 of Article XVI —
The Referendum be and they are hereby amended; and that
Sections 2 and Section 3 of Article XVII - Quadrennial
Elections be and they are it is hereby repealed; and that
Sections 1(a) and (b) , 4, 8, 11, and 13, respectively, of
Article XVII - Quadrennial Elections be and they are
hereby amended and renumbered to be Sections 3, 7, 5, 6,
1, and 9, respectively, of Article XVII - Quadrennial
Elections; and that Sections 4, 7, and 9, respectively,
of Article XV — Miscellaneous be and they are hereby
transferred and amended to be Sections 8, 2, and 4,
respectively, of Article XVII - Quadrennial Elections;
and that the Vote on the Constitution be and it is hereby
repealed; if adopted by the legally qualified voters of
the State, as herein provided, to become a part of the
Constitution of Maryland:
Declaration of Rights Article 23. [5.] In the trial of all criminal cases, the Jury
shall be the Judges of Law, as well as of fact, except
that the Court may pass upon the sufficiency of the
evidence to sustain a conviction. [6.] The right of trial by Jury of all issues of
fact in civil proceedings in the several Courts of Law in
this State, where the amount in controversy exceeds the
sum of five hundred dollars, shall be inviolably
preserved. Article [23.] 24. That no man ought to be taken or imprisoned or
disseized of his freehold, liberties or privileges, or
outlawed, or exiled, or, in any manner, destroyed, or
deprived of his life, liberty or property, but by the
judgment of his peers, or by the Law of the land. [Article 24. That Slavery shall not be re-established in this
State; but having been abolished under the policy and
authority of the United States, compensation, in
consideration thereof, is due from the United States.] Article 34.
