Constitution of Maryland, that Articles 24, 38, and 39 24
and 38 of the Declaration of Rights be and they are
hereby repealed; and that Article 23 of the Declaration
of Rights be renumbered to be Article 24 of the
Declaration of Rights; and that Sections 5 and 6 of
Article XV - Miscellaneous be and they are hereby
transferred to Article 23 of the Declaration of Rights;
and that Articles 34, 36, and 37 of the Declaration of
Rights be and they are Article 3 4 of the Declaration of
Rights be and it is hereby amended; and that the last
sentence in Section 10 of Article XV — Miscellaneous be
transferred and added to Article 46 of the Declaration of
Bights; and that Section 1 of Article I - Elective
Franchise be and it is hereby amended; and that Sections
1A, 2, 3, 4, 5, 6, and 7, respectively, of Article I —
Elective Franchise be and they are hereby amended and
renumbered to be Sections 3, 4, 6, 5, 2, 9, and 11,
respectively, of Article I — Elective Franchise; and that
Sections 4 2 and 47 of Article III - Legislative
Department be and they are hereby transferred to Sections
7 and 8, respectively, of Article I - Elective Franchise;
and that Section 10, except the last sentence, of Article
XV — Miscellaneous be and it is hereby transferred to
Section 10 of Article I — Elective Franchise; and that
Section 7A of Article II - Executive Department be and it
is hereby repealed; and that Sections 5, 6, 9, 11, 13(a)
and (b) , 15(1), (2), (4), (5), 19, and 59 of Article III
- Legislative Department be and they are hereby amended;
and that Sections 37, 41, and 53 of Article III —
Legislative Department be and they are hereby repealed;
and that Sections 1, 3, 4A, 6, 12, 14, 20, 22, 28, 32,
34, 37, 40, 41-I, 44, and 45 of Article IV - Judiciary
Department be and they are hereby amended; and that
Section 2 of Article XV - Miscellaneous be and it is
hereby transferred and amended to be new Section 1A of
Article IV - Judiciary Department; and that Sections 13A,
18, and 36 of Article IV - Judiciary Department be and
they are hereby repealed; and that the last two sentences
in Section 18A of Article IV — Judiciary Department be
and it is hereby renumbered to be Section 18 (a) of
Article IV - Judiciary Department, and Section 18A other
than the last two sentences of Article IV - Judiciary
Department be and it is hereby renumbered to be Section
18(b) of Article IV - Judiciary Department; and that
Sections 5, 6, 7, and 11 of Article V - Attorney-General
and State's Attorneys be and they are hereby amended; and
that Section 1 of Article VI - Treasury Department be and
it is hereby amended; and that Section 1 of Article VII —
Sundry Officers be and it is hereby amended; and that
Sections 2, 3, 4, and 5 of Article VII - Sundry Officers
be and they are hereby repealed; and that Sections 2 and
5 of Article XI—A - Local Legislation be and they are
hereby amended; and that Section 3 of Article XI-B - City
of Baltimore - Land Development and Redevelopment be and
it is hereby repealed; and that Section 1(a) of Article
XI-D - Port Development be and it is hereby amended; and
that Section 1 of Article XIII - New Counties be and it
is hereby amended; and that Sections 2, 3, 4, and 5 of
