annual budget of the county board of education have been
denied in whole or in part, and the reasons for [such]
THE reduction. The county council may [in their
discretion] restore any or all reductions made by the
county executive in the [said] budget submitted by the
board of education[; provided however, that the County
Council of Baltimore County shall not have the authority
to restore any or all reductions made by the Baltimore
County executive]. HOWEVER, IN BALTIMORE COUNTY IF THE
COUNTY COUNCIL RESTORES A PART OR ALL OF THE REDUCTIONS
MADE BY THE COUNTY EXECUTIVE, THE COUNTY COUNCIL SHALL
PUBLICLY STATE WHAT AMOUNT THOSE RESTORATIONS REPRESENT
ON THE COUNTY TAX RATE.
Copies of [such] THE budget shall be made available
to the public, upon request, at the time of [such] THE
transmittal.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect if the voters of Baltimore County
approve an amendment to the Baltimore County Charter
granting the County Council the authority to restore any
reduction in the Budget submitted by the County Board of
Education made by the County Executive.

SECTION 2 3. AND BE IT FURTHER ENACTED, That this
Act shall take effect July 1, 1977.

(House Bill 2086)
AN ACT concerning
Waterways Improvement Fund
FOR the purpose of providing for a certain project grants
to local governing bodies to be funded by the
Waterways Improvement Fund; relating to the
acquisition of certain marine firefighting, police,
rescue, paramedic facilities and supportive
equipment medical and communications equipment;
requiring ownership by the governing body; placing
certain limitations on the funding; and generally
relating to the State Boat Act.
