Preamble
WHEREAS, The General Assembly finds that:
1. The Maryland Vehicle Law presently sets forth
rules of the road with regard to the movement of
pedestrians, in close conformity with the Uniform Vehicle
Code;
2. The Manual on Uniform Traffic Control Devices,
the adopted State standard for the application and use of
traffic control devices, contains several recommended
designs for marking pedestrian crosswalks;
3. Standards have not been adopted for use by
State and local agencies responsible for crosswalk
installations in the selection of crosswalk designs for
various locations;
4. A need exists for uniformity in the type of
pedestrian crosswalks that are utilized at certain
locations depending upon conditions; and
5. Legislative action is desirable to establish
uniform criteria for pedestrian crosswalk markings and to
direct the State Highway Administration and all affected
agencies to review the pedestrian crosswalk problem in
this State and develop a comprehensive program for its
improvement; now, therefore,
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 21-101 (f) of Article -
Transportation, of the Annotated Code of Maryland (As
enacted by Chapter 14, Acts of the General Assembly of
1977) be and it is hereby repealed and reenacted, with
amendments, to read as follows:
Article - Transportation
21-101.
(f) "Crosswalk" means:
(1) ANY MARKED CROSSWALK, AS DEFINED IN THIS
SECTION; OR
[(1)](2) That part of a roadway that is within
the prolongation or connection of the lateral lines of
sidewalks at intersections, measured from the curbs or,
in the absence of curbs, from the edges of the roadway[;
and
