books, papers and commitments kept by him pertaining to
prisoners in the jail shall [at all times] be open AT ALL
TIMES to the inspection of the County [Commissioners]
COUNCIL, State's Attorney and Grand Jury [, and should].
IF the Sheriff [neglect] NEGLECTS or [refuse] REFUSES to
keep [said] THE book or comply with any of the duties
[which] he is [hereby] HEREBY required to perform, he
shall be guilty of a misdemeanor and subject to
indictment, and upon conviction thereof [he] shall be
fined a sum not exceeding [one thousand dollars
($1,000.00)] $1,000.

The County [Commissioners] COUNCIL of Talbot County
shall provide the Sheriff and his family with AN
ALLOWANCE FOR suitable living quarters [at the county
jail and shall furnish all fuel, lights, telephones,
kitchen utensils and equipment].
507F.
The County [Commissioners] COUNCIL of Talbot County
[are hereby directed, authorized and empowered to] SHALL
make provision by appropriation in [their] ITS annual
levy from year to year for sufficient funds to pay the
salaries and expenses hereinbefore provided for and [are
authorized to] MAY reimburse the Sheriff [, in their
sound discretion] for actual expenses paid out in the
course of his official duties and necessarily expended
where circumstances did not warrant the obtention of
prior approval from the [Commissioners] COUNTY COUNCIL.
The Sheriff shall submit to the [Commissioners] COUNTY
COUNCIL an annual budget on or before a date determined
by [said commissioners] THE COUNTY COUNCIL.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977.
