November, 1962, and every four years thereafter, there
shall be elected a Treasurer for Talbot County by the
qualified voters of said County, and his term of office
shall commence as of the first day of July next following
his election; and the term of his predecessor in office
shall continue until that time, or until the person so
elected shall qualify.] 78. The [said Treasurer] COUNTY FINANCE OFFICER shall
be the collector of all State taxes and [of all] county
taxes [for whatsoever purposes levied or to be] levied
for or within [said] THE county [during the term of his
office,] or that may be placed in his hands for
collection [, and he shall have full power, and it shall
be his duty to]. HE SHALL receive and collect all State
and County taxes levied [, as aforesaid,] and put in his
hands for collection, and all money which may be due
[said] THE county, with full power to enforce the payment
of the same by sale or otherwise [, as hereinafter
prescribed, ] and to convey title to any real or personal
estate sold by him for the payment of State and County
taxes, in the same manner as prescribed by [the
succeeding sections; and it shall be the duty of said
treasurer to] LAW. THE FINANCE OFFICER SHALL be present
at [any and] all meetings of the County [Commissioners]
COUNCIL and [to] make available for the [said
Commissioners any and] COUNCIL all books, records,
accounts [and/or], AND other information which [they] IT
[shall from time to time request] REQUESTS or [need]
NEEDS in the transaction of [the] county business, unless
the [said Commissioners shall] COUNCIL specifically
[excuse] EXCUSES the attendance of [said treasurer] THE
FINANCE OFFICER from a designated meeting. [79. The person so elected to the office of Treasurer,
before he enters upon the duties of the said office,
shall take an oath before the Clerk of the Circuit Court
for Talbot County faithfully to perform the duties of the
same, and he shall also execute a bond to the State of
Maryland in the penalty of fifty thousand dollars for the
faithful performance of his duties as Treasurer and
further conditioned that he shall well and truly account
for and be liable for any and all money coming into his
possession as Treasurer, or for which he shall be
answerable by law; which bond shall be secured by a
fidelity or security company qualified to act as surety
or guarantor under the laws of the State of Maryland, and
shall be approved by the Judges of the Circuit Court for
Talbot County, or a majority of them, and thereafter be
recorded in the office of the Clerk of the Circuit Court
for said County, the cost of said bond to be borne by
said county. Upon the failure of any Treasurer—elect to execute
