including the general power to borrow money and
issue consolidated transportation bonds, county
transportation bonds, and other evidences of
obligation and indebtedness; concerning the Maryland
Transportation Authority, including its
organization, structure, operations, duties, and
authority, its power to borrow money and issue
revenue bonds and other evidences of obligation and
indebtedness, and the financing, supervision,
construction, operation, maintenance, and repair of
transportation facilities projects; concerning
aviation, including the licensing, registration, and
regulation of airports, the establishment and
operation of State and local airports, airport
facilities, and air navigation facilities, airport
zoning, obstruction regulations, noise zone
regulations, the licensing and regulation of air
schools, and the operation of aircraft; concerning
ports and harbors, including the acquisition and
operation of ports, port facilities, and the Port of
Baltimore; concerning mass transit, including
transit plans and financing, the purchase,
construction, and operation of transit facilities,
and labor relations; concerning highways and
railroads, including the acquisition and disposition
of property by the State Highway Administration and
the State Roads Commission, the allocation,
distribution, and use of highway user revenues, the
implementation of federal highway programs, the
construction and acquisition of highways and roads,
and the regulation of outdoor advertising and junk
and scrap yards; conforming provisions concerning
the General Professional Services Selection Board
and the procurement of architectural and engineering
services by using authorities generally; generally
providing and establishing, as to certain of these
and related matters, definitions, exemptions and
defenses, procedures, rights and remedies, and civil
and criminal penalties, and for the supervisory and
regulatory authority of various governmental
agencies and units; generally relating to these and
all other matters relating to transportation;
repealing inconsistent and obsolete laws relating to
these matters; and providing for the effect,
construction, and effective date of the provisions
of this Act.
