the Annotated Code of Maryland (1972 Replacement Volume
and 1976 Supplement) be and it is hereby repealed and
reenacted, with amendments, to read as follows:
Article 56 - Licenses
157H.
(a) All materials, fluids or substances offered or
exposed for sale, purporting to be substitutes for or
improvers of gasoline or special fuels to be used for
power or heating purposes, shall before being sold or
exposed or offered for sale, be submitted to the
Comptroller of the Treasury for examination [and
inspection and shall receive the approval of the
Comptroller of the Treasury and shall be sold or offered
for sale only when properly labeled with a label, the
form and contents of which shall have been approved by
the Comptroller of the Treasury.], INSPECTION AND
AUTHORIZATION. (B)    THE PERSON, FIRS, OR CORPORATION MAKING THE
FIRST SALE IN THIS STATE OF AN ITEM DESCRIBED IN
SUBSECTION (A) SHALL OBTAIN THE COMPTROLLER'S
AUTHORIZATION FOR SUCH SALE. THE PERSON SHALL SUBMIT TO
THE COMPTROLLER A DECLARATION OF THE ITEM'S TRADE NAME,
TRADEMARK, PLACE OF MANUFACTURE, MANUFACTURER,
QUANTITATIVE ANALYSIS OF INGREDIENTS, COPY OF ANY PATENT,
PROOF OF ALL CLAIMS MADE FOR THE ITEM, INSTRUCTIONS FOR
USE (DOSAGE), SUFFICIENT AMOUNTS OF THE ITEM FOR PURPOSES
OF ANALYSIS, THE RESULTS OF ANY APPLICABLE SAE OR ASTM
TESTS CONDUCTED ON THE ITEM, AND SUCH OTHER INFORMATION
AS THE COMPTROLLER MAY REQUIRE. (C)    EVERY ITEM SHALL BE LABELED IN A MANNER
APPROVED BY THE COMPTROLLER BEFORE AN AUTHORIZATION FOR
SALE MAY BE GRANTED. (D) IF THE PERSON, FIRM, OR CORPORATION MAKES ANY
MATERIAL CHANGE IN AN ITEM AUTHORIZED UNDER THIS SECTION,
THE ITEM SHALL BE RESUBMITTED FOR AUTHORIZATION BY THE
COMPTROLLER. (E) THE COMPTROLLER SHALL ORDER THE REMOVAL FROM
THE STATE OF ANY UNAUTHORIZED ITEM WHICH IS OFFERED FOR
SALE. SECTION 2. AND BE IT FURTHER ENACTED, That new
Sections 157H-1 and 157H-2 be and they are hereby added
to Article 56 - Licenses, of the Annotated Code of
Maryland (1972 Replacement Volume and 1976 Supplement) to
read as follows: Article 56 — Licenses 157H-1.
