SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 650(b)(18) be and it is hereby
added to Article 43 - Health, of the Annotated Code of
Maryland (1971 Replacement Volume and 1976 Supplement) to
read as follows:
Article 43 - Health
650.
(b) Each district is hereby granted and shall have
and may exercise all powers necessary or convenient for
carrying out the aforesaid purposes, including but
without limiting the generality of the foregoing, the
following rights and powers:
(18) WHERE TWO OR MORE SANITARY DISTRICTS
HAVE BEEN CREATED UNDER THE PROVISIONS OF SECTION 652(B)
AND (D) OF THIS SUBTITLE, TO CONSOLIDATE THE OPERATIONAL,
ADMINISTRATIVE, ENGINEERING AND FINANCIAL FUNCTIONS OF
THE SANITARY DISTRICTS, TO ALLOCATE COSTS TO EACH OF THE
SANITARY DISTRICTS, AND TO COMBINE THE FUNDS SO AS TO
PROMOTE THE EFFICIENCY OF THE OPERATION OF THE SANITARY
DISTRICTS. HOWEVER, THIS PARAGRAPH DOES NOT AUTHORIZE OR
EMPOWER THE COMMISSION TO CONSOLIDATE FUNDS SPECIFICALLY
COMMITTED BY ANY PROVISIONS OF THIS SUBTITLE FOR A
SPECIFIC PURPOSE, OR TO PERFORM ANY ACT THAT WOULD IMPAIR
OR JEOPARDIZE ANY OBLIGATIONS OF THE COMMISSION FOR
INDEBTEDNESS INCURRED UNDER SECTION 654 OF THIS SUBTITLE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977.
