paid in accordance with the standard travel regulations.
(e) From and after July 1, 1978, funds for the
operation of the educational programs in correctional
institutions shall be as provided in the State budget for
the [State Department of Elementary and Secondary
Education] STATE DEPARTMENT OF EDUCATION. However, the
Department of Public Safety and Correctional Services and
other State agencies may contribute to these programs, as
provided in the State budget. Funds appropriated for
educational programs in correctional institutions may not
be diverted, by budget amendment or otherwise, to any
other purpose.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 50K(a) of Article 78 - Public
Service Commission Law, of the Annotated Code of
Maryland (1975 Replacement Volume and 1976 Supplement) be
and it is hereby repealed and reenacted, with amendments,
to read as follows;:

50K.
(a) There shall be created a position of taxicab
license hearing officer who shall be an attorney at law
