LAWS OF MARYLAND
AN ACT concerning Baltimore City - Special Enforcement Officers FOR the purpose of authorizing special enforcement officers of Baltimore City to issue and serve summonses in proceedings for      the enforcement of certain municipal codes; and    relating generally to
such officers. BY repealing and reenacting, with amendments, The Public Local Laws of Baltimore City
Section 16-16A Article 4 - Public Local Laws of Maryland
(1969 Edition, as amended)
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 16-16A of the Public Local Laws of
Baltimore City being Article 4 of the Public Local Laws
of Maryland (1969 Edition, as amended) be and it is
hereby repealed and reenacted, with amendments, to read
as follows:
Article 4
16-16A.
(a)    The Commissioner may appoint persons as
special [sanitary] enforcement officers [of agencies] of
the City of Baltimore [designated by ordinance, and the
ordinances also] WHICH may provide BY ORDINANCE for their
duties, functions, and procedures as special officers
[hereunder]. The officers [appointed under this section]
may issue AND SERVE summonses to appear before the
appropriate division of the District Court in PROCEEDINGS
FOR ENFORCEMENT [cases of violation] of any City
ordinance pertaining to [the] ITS building [code],
HOUSING, ZONING, FIRE, public health and sanitation
CODES. (b)    These officers shall MAY receive complaints
and investigate all violations of the ordinances in
subsection (a), and also all violations reported to them
by any state department or agency of any state law or
regulation concerning buildings, public health, FIRE, or
sanitation. (C) The officers may not arrest or take into
custody any violator of such ordinances or otherwise have
the power of arrest in their official capacity. A record
of appointment of officers shall be kept by the
commissioner and any appointment may be revoked by him at
any time. The form of badge and the type of uniform that
may be worn by the special [sanitary] enforcement
officers must be approved by the Police Commissioner.
