MARVIN MANDEL, Governor
THE ADMINISTRATION MAY WAIVE THE PROVISIONS OF THIS
SECTION REQUIRING COMPETITIVE BIDS IF: (1)    THE PURCHASE IS TO BE MADE FROM OR THE
CONTRACT IS TO BE MADE WITH THE FEDERAL OR ANY STATE
GOVERNMENT OR ANY OF THEIR AGENCIES OR POLITICAL
SUBDIVISIONS OR UNDER ANY OPEN-END BULK PURCHASE
CONTRACT OF ANY OF THEM; (2)     THE PUBLIC EXIGENCY REQUIRES THE
IMMEDIATE DELIVERY OF THE ARTICLES; (3)   ONLY ONE SOURCE OF SUPPLY IS AVAILABLE;
OR (4)    IN ITS JUDGMENT, IT IS TO THE BENEFIT OF
THE ADMINISTRATION TO USE THE SERVICES OF STATE
PURCHASING OFFICES. REVISOR'S NOTE: This section presently appears as

subsection might well apply to a construction
contract of $10,000 or less and, therefore, is
not limited to purchases only. The only other changes are in style. See, also, Order No. 6 of the Joint Standing
Committee on Administrative, Executive and
Legislative Review, September 26, 1975, which
requires publication in the Maryland Register
of "{n}otices of State construction projects
for which bids were requested" and " {a}wards
of State construction projects". (Vol. 2,
Maryland Register, page 1364.) As to contracts for architectural and
engineering services, see, also, Title 2,
Subtitle 3 of this article. 5-215. TECHNICAL SERVICES OF ADMINISTRATION. THE ADMINISTRATION MAY MAKE AVAILABLE ITS
ENGINEERING AND OTHER TECHNICAL SERVICES, WITH OR WITHOUT
