SECTION 2. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety and having been passed by a yea and nay
vote supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

AN ACT concerning
Somerset County — Salary of Treasurer
FOR the purpose of altering the salary of the county
treasurer of Somerset County; removing the
authorization for the payment of certain expenses;
ratifying and permitting a certain expense payment;
and providing that the alteration in salary may not
affect the incumbent.
BY repealing and reenacting, with amendments,
Article 25 — County Commissioners

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 51(r) of Article 25 - County
Commissioners, of the Annotated Code of Maryland (1973
Replacement Volume and 1976 Supplement) be and it is
hereby repealed and reenacted, with amendments, to read
as follows:
Article 25 - County Commissioners
51.
(r) The ANNUAL SALARY OF THE county treasurer of
Somerset County [who is in office on July 1, 1970, shall
receive an annual salary of not less than $4,800.00 or
more than $5,400.00 in the discretion of the County
Commissioners; and he shall receive annually the sum of
$600.00 for expenses. Beginning as of the first day of
