vote supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

exception to this requirement.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 8-305 of Article - Natural
Resources, of the Annotated Code of Maryland (1974 Volume
and 1976 Supplement) be and it is hereby repealed and
reenacted, with amendments, to read as follows:
Article — Natural Resources
8-805.
Each application for a permit required by this
subtitle shall be accompanied by maps, drawings, and
specifications of proposed use or waterway obstruction,
changes, additions, or repairs proposed to be made, and
other data and information the Department requires. IF A
HEARING IS TO BE HELD ON THE APPLICATION, ALL PERTINENT
DOCUMENTS REQUIRED UNDER THIS SECTION SHALL BE FILED AND
MADS A PUBLIC RECORD AT LEAST 15 DAYS PRIOR TO THE
