1266                                      LAWS OF MARYLAND                           Ch. 22 orders, rules and regulations shall become effective as
promulgated by the Governor. In the event of
extraordinary circumstances in which it is not feasible
to secure the approval of the committee an order, rule,
or regulation may become effective immediately, and shall
within two days be communicated to the chairman of the
committee and be subject to reversal by the full
committee which shall be convened within five days of
communication of the order, rule or regulation. All
records of orders, rules and regulations and committee
meetings shall be open to the public. In addition to the
specific emergency powers contained in this subtitle, the
General Assembly of Maryland recognizes and confirms the
Governor's power to exercise fully the authority
necessary to implement the federal mandatory allocation
program as set forth in the Emergency Petroleum
Allocation Act of 1973 (87 Stat. 627), as well as any
succeeding federal programs, laws, orders, rules, or
regulations relating to the allocation, conservation, or
consumption of energy resources.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety and having been passed by a yea and nay
vote supported by three—fifths of all the members elected
to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage. Approved March 8, 1977.
