SECTION 6. AND BE IT FURTHER ENACTED, That Section
9(b) of Article 88C - State Planning, of the Annotated
Code of Maryland (1969 Replacement Volume and 1975
Supplement) be and it is hereby repealed and reenacted,
with amendments, to read as follows:

(b) The Department of State Planning shall also
submit special reports upon the request of the Governor
or the General Assembly, or of the Legislative [Council]
POLICY COMMITTEE, or at the discretion of the Secretary,
on those aspects of the Department's work which may be
deemed of current interest. Special reports on major
research and planning projects, as distinguished from
mere compilations of current data, shall be made
available as soon as practicable after completion.
SECTION 7. AND BE IT FURTHER ENACTED, That Section
7(b) of Article 88D - State Lottery, of the Annotated
Code of Maryland (1969 Replacement Volume and 1975
Supplement) be and it is hereby repealed and reenacted,
with amendments, to read as follows:
Article 88D - State Lottery

(b) After full and thorough study of any reports
and recommendations from the Legislative [Council] POLICY
COMMITTEE OR ANY COMMITTEE APPOINTED THEREBY, [[of]]
[Maryland] and any other pertinent information as may be
available to adopt such rules, in accordance with the
Administrative Procedure Act, governing the establishment
and operation of a State lottery as it deems necessary
and desirable in order that a lottery shall be initiated
at the earliest feasible and practicable time, and in
order that such lottery shall produce the maximum amount
of net revenues. The rules shall provide for all matters
necessary or desirable for the efficient and economical
operation and administration of the lottery and for the
convenience of the purchasers of tickets or shares and
the holders of winning tickets or shares, and shall
include the following requirements and limitations:
(1) Regular drawings or selections of
winning tickets or shares on no less than a weekly basis;
(2) No persons under the age of twenty—one
(21) years licensed as agents to sell tickets or shares;
(3) Apportionment of the total revenues
accruing from the sale of tickets or shares and from all
