RECOMMENDATIONS AS TO THE SUITABILITY OR NONSUITABILITY
OF THE PROPOSAL IN RELATION TO THE AIMS OF THE ST. MARY'S
CITY COMMISSION, WITH COPIES TO THE BOARD OF PUBLIC
WORKS, THE PRESIDENT OF THE SENATE, AND THE SPEAKER OF
THE HOUSE OF DELEGATES.

(C) NOTWITHSTANDING THE PROVISIONS OF ARTICLE 78A,
§19A, AND SUBJECT TO THE AVAILABILITY OF FUNDS AND IN
ACCORDANCE WITH OTHER PROVISIONS OF THIS ARTICLE
REGARDING THE ST. MARY'S CITY COMMISSION, THE SECRETARY
OF ECONOMIC AND COMMUNITY DEVELOPMENT MAY ENTER INTO
AGREEMENTS WITH THE NATURE CONSERVANCY FOR THE STATE TO
ACQUIRE TITLE TO OR AN INTEREST IN PROPERTY OWNED BY THE
NATURE CONSERVANCY OF PROPERTY ON WHICH THE NATURE
CONSERVANCY HOLDS AN OPTION OR A CONTRACT TO PURCHASE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1976.

FOR the purpose of changing the phrases "political
subdivision" and "county and legislative district"
to read "legislative district"; providing for
certain minimum awards; and clarifying language.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 57(b), (c), and (e) of Article
77A — Higher Education, of the Annotated Code of Maryland
(1975 Replacement Volume and 1975 Supplement) be and they
are hereby repealed and reenacted, with amendments, to
read as follows:
