of the House of Delegates of Maryland, and these members
shall include ex officio, the President of the Senate,
the Speaker of the House of Delegates and the majority
and minority leaders of both houses. The appointments
shall be at the pleasure of the Legislative Council.]
THE COMMISSION SHALL BE COMPOSED OF 18 MEMBERS. THE
LEGISLATIVE COUNCIL SHALL APPOINT EIGHT OF THE MEMBERS
FROM THE MEMBERS OF THE SENATE OF MARYLAND AND EIGHT OF
THE MEMBERS FROM THE HOUSE OF DELEGATES OF MARYLAND. THE
MEMBERS APPOINTED FROM THE SENATE AND THE HOUSE OF
DELEGATES SHALL INCLUDE EX OFFICIO THE PRESIDENT OF THE
SENATE, THE SPEAKER OF THE HOUSE OF DELEGATES, AND THE
MAJORITY AND MINORITY LEADERS OF EACH HOUSE. THESE
APPOINTMENTS SHALL BE AT THE PLEASURE OF THE LEGISLATIVE
COUNCIL. TWO MEMBERS OF THE COMMISSION SHALL BE THE
PRESIDENT OF THE MARYLAND ASSOCIATION OF COUNTIES, INC.
AND THE PRESIDENT OF THE MARYLAND MUNICIPAL LEAGUE, INC.
OR THEIR DESIGNEES. The Council also shall appoint a
chairman and vice—chairman of the Commission to serve at
the pleasure of the Council. In addition, the Council
may appoint to the Commission any member of the General
Assembly who holds a leadership position in a national or
regional legislative organization; these members shall
also serve at the pleasure of the Council. The
appointments provided in this section for the respective
houses shall be made by the President of the Senate and
the Speaker of the House of Delegates, as ex officio
chairman and vice-chairman of the Legislative Council,
and the appointments may be made at any time.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1976.

FOR the purpose of deleting certain obsolete and
redundant language in the law relating to secondary
mortgage loans; and clarifying certain language
relating to these loans.
