act of the General Assembly for public purpose and not
for the profit of any private person or corporation. The
Interstate Commission on the Potomac River Basin, a
cooperative library corporation, the Upper Potomac River
Commission, the Tri-County Council for Western Maryland,
Inc., THE ALLEGANY COUNTY TRANSIT AUTHORITY and the
Health Planning Council of Appalachia shall each be
considered to be a municipal corporation for the purpose
of participation in the Employees' Retirement System. If
a municipal corporation ceases to meet the definition of
"municipal corporation" by virtue of any public general
or public local law, any employee thereof who has been a
member of the retirement system may continue membership
in the system at the employee's election if the
employer's contribution, as required herein, continues to
be made pursuant to this article.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1976.
