Payments for nursing home care

to providers of services qualify-
ing as skilled nursing facilities
under regulations promulgated by
the U.S. Department of Health,
Education and Welfare under Title
XIX of the U.S. Social Security
Act shall not exceed a maximum of
$25.85 per day per patient, but
may be a lesser amount under the
regulations of the Medical Care
Programs Administration. An addi-
tional 40¢ per day per patient may
be used only for reimbursement for
the purchase of over—the—counter
drugs, for a maximum of $26.25
which may only be exceeded
with the prior approval of
the General Assembly in ac—
