AN ACT concerning
Dorchester County - Merit System
FOR the purpose of including the employees of the
Dorchester County Sanitary District in the
Dorchester County Merit System; and generally
relating to the employees of the Dorchester County
Sanitary District.
BY repealing and reenacting, with amendments,
Article 25 — County Commissioners
Section 3(a) and (f)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 3(a) and (f) of Article 25 -
County Commissioners, of the Annotated Code of Maryland
(1973 Replacement Volume and 1975 Supplement) be and they
are hereby repealed and reenacted, with amendments, to
read as follows:
Article 25 — County Commissioners

(a) The county commissioners of each county in
this State, except Worcester, (except as provided in
subsections (1) , (s) (2) , (x) and (x—1) hereof) , Prince
George's, Washington (except as hereinbelow provided),
Baltimore, Anne Arundel, Cecil, Howard and Queen Anne's
(except as specifically provided in subsection (f)
counties, in addition to, but not in substitution of, the
powers which have been or may [hereafter] be granted
them, shall have the following express powers:
(f) To establish a merit system in connection with
the appointment of all county officials and employees not
elected or appointed under the Constitution or public
general laws of the State. This subsection shall be
applicable in Dorchester and Queen Anne's counties, and
the County Commissioners of Queen Anne's County shall
have the powers provided herein. In Dorchester County,
the County Commissioners additionally shall have the
power and authority to include in the county's merit
system the employees of the Dorchester County liquor
control board, [and] the Dorchester County Sheriff's
department, AND THE DORCHESTER COUNTY SANITARY DISTRICT.
