(b) The assignee shall deliver to the State Motor
Vehicle Administration the certificate of title, if
available, and an assignment by the secured party named
in the certificate of title in whatever form the State
Motor Vehicle Administration may prescribe and
accompanied by such filing fee as may be required for
perfection of the security interest under § 3-202 (b) of
this article. The State Motor Vehicle Administration
shall credit that portion of the fee which is in lieu of
the recordation tax levied pursuant to § 277 of Article
81 to the special funds as provided in § 3—202 (b) . The
assignee's security interest is [perfection] PERFECTED at
the time of its creation if delivery and payment to the
State Motor Vehicle Administration are completed within
ten days of the date of its creation. Otherwise,
perfection is at the time of its delivery and payment.

3-607.

(a) Beginning with the 1972—73 registration year,
any person who submits a certification that applicant
depends on named person for purposes of transportation or
submits proof satisfactory to the Administrator that he
or a dependent has permanently lost the use of a leg or
both legs or an arm or both arms or any combination or
any person who is so severely disabled as to be unable to
move without the aid of crutches or a wheelchair, or
suffers from lung disease to such an extent that his
forced expiratory volume, one second, when measured by
spirometry is less than one liter, the Administrator
shall issue to that person special registration plates
which bear the official international wheelchair symbol,
a reasonable facsimile, or any other symbol or symbols as
the [Commissioner] ADMINISTRATOR considers appropriate,
designating the vehicle as belonging to a handicapped
person.

(a)    The Administration may refuse, suspend or
revoke the license of any resident of this State or the
privilege of a nonresident to drive a motor vehicle in
this State upon showing by its records or other
sufficient evidence that the applicant or licensee:

(1) Is either an unfit or unsafe driver[.];

11-801.

(b)    Except when a special hazard exists that
requires lower speed for compliance with subsection (a)
of this section, the limits specified in this section or
established as hereinafter authorized are maximum lawful
speeds, and no person may drive a vehicle on a highway at
a speed in excess of these maximum limits:

(1) 30 miles per hour on all highways in
business districts of urban areas and on ordinary
