THE GENERAL ASSEMBLY HAS ESTABLISHED A FUNDING PROGRAM
UNDER CHAPTER 403 OF THE ACTS OF THE GENERAL ASSEMBLY OF
1969.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1976.

AN ACT concerning
Maryland Environmental Service — Funds
FOR the purpose of eliminating the requirements that
employee compensation and general operating expenses
of the Maryland Environmental Service be paid only
from general funds.
BY repealing and reenacting, with amendments,
Article — Natural Resources
Section 3-103(d)
Annotated Code of Maryland

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 3-103(d) of Article - Natural
Resources, of the Annotated Code of Maryland (1974 Volume
and 1975 Supplement) be and it is hereby repealed and
reenacted, with amendments, to read as follows:
Article — Natural Resources
3-103.
(d) The staff of the Service consists of the
employees necessary to carry out the duties of the
Service. The director appoints and removes the staff in
accordance with the provisions and restrictions of the
State Merit System Law, except that the positions which
are designated by the director, with the approval of the
Secretary of Natural Resources, as technical and
professional positions for the operation and support of
the Service are unclassified positions which receive the
salaries set by the Secretary of Natural Resources and
provided in the budget. The other employees of the
Service are classified employees. Provision shall be
made in the budget for compensation of the employees of
the service and for the payment of general operating
