his leave period, if, while hunting, he possesses a copy
of his leave order.

(c)    A person may obtain a Maryland migratory WILD
waterfowl stamp for a fee of $1.10 from the clerk of the
circuit court of any county, or the clerk of the Court of
Common Pleas of Baltimore City, or from any person
designated by the Department. The issuing clerk or
person designated shall retain the sum of 10 cents as
compensation for issuing each stamp. The balance of the
fee is paid over and accounted for in the same manner as
hunter's licenses.

(d)    The Maryland migratory WILD waterfowl stamp
shall be fixed adhesively to the back of the regular
hunting license of the person to whom the stamp is
issued. The recipient shall sign the stamp in ink.

(e)    All revenues accruing from sales of the
Maryland migratory WILD waterfowl stamp, less an amount
not to exceed 10 percent of gross revenue or the actual
administrative costs of producing and distributing the
stamps, shall be expended solely for the propagation or
purchase, and distribution, of mallard or other ducks to
be released pursuant to regulations adopted by the
department.

SECTION 2. AND BE IT FURTHER ENACTED, That new
Section 5—902 be and it is hereby added to Article —
Natural Resources, of the Annotated Code of Maryland
(1974 Volume and 1975 Supplement) to read as follows:

Article — Natural Resources

5-902.

(A)    THE GENERAL ASSEMBLY DECLARES THAT THERE IS
NEED FOR A PROGRAM TO MAKE FUNDS AVAILABLE TO STATE
AGENCIES AND ANY SUBDIVISION TO:

(1)    EXPEDITE ACQUISITION OF OUTDOOR
RECREATION AND OPEN SPACE AREAS BEFORE ESCALATING COST OF
LAND PREVENTS ITS PURCHASE FOR PUBLIC USE AND BEFORE
POTENTIAL AREAS ARE DEVOTED TO SOME OTHER USE; AND

(2)    ACCELERATE DEVELOPMENT OF NEEDED OUTDOOR
RECREATION FACILITIES.

(B)    THIS PROGRAM IS KNOWN AS PROGRAM OPEN SPACE
AND CARRIES OUT THE RECOMMENDATIONS OF THE 1968
LEGISLATIVE COUNCIL COMMITTEE ON RECREATIONAL AREAS. BY
ENACTING THIS PROGRAM, THE GENERAL ASSEMBLY INTENDS TO
PROVIDE FUNDS TO THE STATE AND ITS SUBDIVISIONS TO ENABLE
THEM TO ACQUIRE LAND FOR OUTDOOR PUBLIC RECREATION AND
OPEN SPACE USE AND DEVELOP THE LAND FOR PUBLIC
RECREATION.

(C)    TO EFFECTUATE THE PURPOSES OF THIS SECTION,
