district [supervisors] of Allegany County[, and the
chairman]; (III) A REPRESENTATIVE of the soil
conservation district [supervisors] of Garrett County [or
their designated representatives]; (IV) two members [or
their delegated alternates] appointed by the Governor
with the advice and consent of the Senate for three—year
terms to represent the mining industry; [the director of
the bureau; three members from the Department appointed
by the Secretary;] and (V) two members from the community
who do not have any interests in any mining operation,
one to be a resident of Garrett County and one to be a
resident of Allegany County, appointed by the Secretary
FOR THREE YEAR TERMS. (2) Committee members [serve
without compensation and] REPRESENTING THE COMMUNITY
SHALL RECEIVE THE PER DIEM SET BY THE SECRETARY FOR EACH
DAY THEY MEET WITH THE COMMITTEE OR ARE CALLED ON BY THE
CHAIRMAN TO TRANSACT OTHER BUSINESS OF THE COMMITTEE.
[[REPRESENTATIVES OF THE MINING INDUSTRY shall be
reimbursed for travel and actual expenses incurred in the
performance of their duties.]] Funds for [[TRAVEL AND
ACTUAL expenses AND]] PEP DIEM ALLOWANCES shall be
provided for in the budget of the [survey] DEPARTMENT.
(3) The Committee shall meet at the chairman's request[;]
and at least twice a year. A quorum consists of at least
six members. A majority vote of the full Committee is
necessary to approve any action.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1976.

AN ACT concerning
Mining — Land Reclamation Bonds
FOR the purpose of changing the amount of the required
land reclamation bonds; authorizing the Secretary of
Natural Resources to adjust certain bonds on
submission of the mining and reclamation progress
report and with the advice of the Land Reclamation
Committee.
BY repealing and reenacting, with amendments,
