points for being a member of such board.

Chapter 31

ACT to amend Chapter 16, title "Elections," of the
Montgomery County Code 1972, as amended, by
repealing and re—enacting, with amendments, Section
16-6, title "Same - Signatures, etc.," regarding
referenda petitions to delete the requirement that
each signer of a referendum petition include thereon
the district and precinct in which such signer is
registered for voting.

Chapter 32

ACT to amend Chapter 24, title "Health and
Sanitation", of the Montgomery County Code 1972, as
amended, by the addition thereto of a new Article
IV, title "Mental Health", to establish, pursuant to
State law, a new Mental Health Advisory Committee to
be appointed by the County Executive subject to
confirmation by the County Council; to specify the
composition of the Committee and the terms of office
for members on the Committee; to provide for the
annual election of officers of the Committee; to
authorize the Committee to designate subcommittees;
to specify ex officio membership on the Committee;
to specify meeting, quorum, voting and attendance
requirements for the Committee; to deal with the
matter of compensation and reimbursement for
expenses incurred by Committee members; to state the
functions and responsibilities of the Committee as
set forth in State law; to provide that staff
support for the Committee shall be provided by the
local health officer; and to provide for the
application of this Article upon appointment and
confirmation of the members.

Chapter 33

ACT to amend Chapter 54, Montgomery County Code, 1972,
by adding thereto a new Article IV; to set forth the
purpose and intent of the County Council in
promoting and facilitating the celebration of the
200th anniversary of our nation; by providing
sanitary, convenient and neighborly housing for
Bicentennial visitors (as defined herein); to define
