Chapter 20

ACT to amend Chapter 48, title "Solid Wastes", of the
Montgomery County Code 1972, as amended, by the
addition thereto of a new Article III, title "Solid
Waste Collection and Disposal Fund", to establish a
separate Solid Waste Collection and Disposal Fund,
with subsidiary funds authorized under certain
circumstances; to fund expenditures for County solid
waste collection and disposal operations; to specify
sources of revenue for the Solid Waste Collection
and Disposal Fund; to provide that revenues into the
fund shall equal expenditures from the fund except
under certain limited conditions when contributions
from the General Fund may be authorized by the
County Council; to provide generally for the
maintenance, management and operation of the Solid
Waste Collection and Disposal Fund; to specify that
solid waste collection charges and disposal fees
shall ordinarily be adjusted annually to fund any
deficits in the Solid Waste Collection and Disposal
Fund; and to authorize the County to enter into
multi-year contracts for solid waste collection and
disposal operations.

Chapter 21

ACT to amend Chapter 11, title "Consumer Protection",
of the Montgomery County Code 1972 as amended, by
the addition to Section 11—4 thereof, title
"Deceptive trade practices" of a new subsection
(2) (h) to make it an unlawful practice for any
merchant to fail to disclose certain pricing
information pertaining to beverages offered for sale
in circumstances where the consumer may remove the
beverage container from the premises; to define
certain terms for the purpose of this disclosure
requirement; and to specify the manner in which
disclosure shall be made.

Chapter 22

ACT to amend Chapter 52, title "Taxation", of the
Montgomery County Code 1972, as amended, by adding
thereto a new Section 52-153, title "Beverage
Container Tax", to follow immediately after Section
52-16A thereof, to levy and impose, beginning March
1, 1976 and continuing through December 31, 1977,
upon certain persons who sell in Montgomery County
beverages in non-reusable beverage containers a tax
