Dear Mr. Speaker:
In accordance with Article II, Section 17. of the
Maryland Constitution, I have today vetoed House Bill
1956.
This bill provides that the Charles County Board of
Education may not own more than four school buses. At
the present time, Charles County, among with seven
others, is permitted to own ten buses, although by
choice, the county has limited its buses to four, and
has contracted for the balance of its needs.
I am advised that the county board of education
foresees the need in the near future for three or four
small vehicles to provide transportation in connection
with its expanding special education program. It
anticipates that existing contractors may not be able to
operate these particular runs profitably, and may
therefore not bid on them. Thus, the Board may, of
necessity, have to purchase and operate these special
vehicles. Moreover, the Board, with justification,
desires to have some flexibility to add a few buses if,
in the interests of the people of Charles County, the
circumstances might make that desirable. To limit the
county, by law, to only four buses would unnecessarily
restrict the ability of the Board to provide a balance
and efficient school transportation system.
For these reasons, I have vetoed House Bill 19 56.
