constitutional problems in light of Article 8 of the
Maryland Declaration of Sights which requires that the
three branches of government be separate and distinct
from each other.

Because of the uncertainties raised by this
constitutional question, the sponsors of House Bill 952
and the County Commissioners of St. Mary's County have
requested that I veto the bill.

For these reasons, I have decided to veto House Bill
952.

House Bill No. 990 - Anne Arundel County
Taxes in Annapolis

AN ACT concerning

Anne Arundel County — Annapolis Double Taxation

FOR the purpose of providing that Anne Arundel County may
not impose taxation upon residents of the City of
Annapolis for services which the City itself
provides.

Dear Mr. Speaker:

In accordance with Article II, Section 17, of the
Maryland Constitution, I have today vetoed House Bill
990.

This bill prohibits Anne Arundel County from
imposing taxation upon residents of the City of Annapolis
for services which the City itself provides.

The Attorney General has advised me that House Bill
990 is in contravention of Article XI—A, Section 4 of the
Maryland Constitution, the Home Rule Amendment for
Charter counties. A copy of the Opinion of the Attorney
