House Bill No. 764 - Truck Weighing Stations
AN ACT concerning
Motor Vehicles — Weighing Stations
FOR the purpose of requiring a certain number of
commercial motor vehicle measuring and weighing
stations and providing the location of one of these
stations.

Dear Mr, Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill
764.
This bill requires the Maryland State Police to
maintain at least five commercial vehicle measuring and
weighing stations, at least one of which must be on
Interstate 95. The intent and meaning of the bill is
that these be fixed, permanent stations. The bill would
become effective July 1, 1977. At the present time, as
is pointed out in the preamble to the bill, there are
three fixed weighing stations in operation, several
others having been closed due to lack of truck traffic.
The bill assumes that the two additional fixed stations
can be built at a cost of $500,000 and would produce
annual revenues of $2,225,000.
The primary purpose of House Bill 764 is to increase
the efficiency in enforcing the State's truck weight and
measure laws, the projected revenue being from fines
imposed upon overweight and overlength trucks. I endorse
that objective, but question whether the construction and
