VETOES

This bill will only add to the problem. For example,
Senate Bill 912 would prevent a transfer across the
street or a block away, if the new location is in another
legislative district, but would permit transfers miles
away if within the same district.

I do not feel that it would be wise to restrict the
Board in this manner. The net effect of signing Senate
Bill 912 may be to restrict almost all transfers of
liquor licenses in Baltimore City. The Board should be
entitled to exercise the limited discretion granted by
Article 2B, without further limiting that discretion at
this time.

For these reasons and at the request of the Board of
Liquor License Commissioners for Baltimore City, I have
decided to veto Senate Bill 912.
