last year relative to Chapter 155, there was an apparent
typographical error in paragraph (iii) since the
exception was stated as a single and separate sentence.
At that time we had been informed by the local board of
election supervisors that the area described consisted of
only a portion of Election District 17. As noted
hereinafter, that is apparently not the case.

** We say "apparently" because the boundary
descriptions of the specially described area are not
altogether clear and there appear to be some gaps which
cannot readily be "closed."

*** This problem is not compounded by the changes made
to paragraph (iii) by Senate Bill 863.

**** While there is an election scheduled this year for
School Board District IV, none is scheduled for Districts
II or III.

AN ACT concerning

Higher Education — Scholarships

FOR the purpose of requiring certain scholarship moneys
to be retained by the State Scholarship Board in the
general State Scholarship Fund.

Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill
891.

This bill provides that moneys appropriated for the
several State scholarship programs administered by the
State Scholarship Board that are not used shall be
retained by the Board in the General State Scholarship
Fund instead of reverting to the State Treasury.

What apparently prompted the passage of the bill was
the fact that, in each of the past several years, there
