to the interpretation of the bill and the practicality of
its implementation on a day to day basis. Some of these
are legitimate concerns and ought to be addressed again
by the General Assembly.
I have been urged by proponents of the bill to sign
it notwithstanding these problems, upon the assumption
that the General Assembly will correct these deficiencies
in its next session. Politically, it would be tempting
for me to take that course of action. However, I believe
my objections, as stated above, to be sincere and valid,
and I must deal with the bill that is before me — not
with revisions that may or may not be made to it in the
future.
As I stated earlier in this Message, I support a
greater measure of openness in government. I have today
issued an Executive Order applicable to all
administrative agencies in the Executive Branch of State
Government over which I have jurisdiction instructing
them to comply with the basic provisions of Senate Bill
289 insofar as notice, open meetings, and minutes are
concerned, and I hope that the local governments will
adopt similar requirements by ordinance or executive
action. In addition, I will work with the General
Assembly and interested groups to prepare a sensible bill
for the next session. This bill, however, I cannot sign
and still be consistent with my public responsibilities
as Governor.
For these reasons, I have vetoed Senate Bill 289.

FOR the purpose of correcting a certain technical error
in the laws relating to the Public Service
Commission by the insertion of a dollar sign before
the numerals "14,000" in Section 7 of Article 78 of
the Code.
