process and]] an analysis of the report of the Joint
Budget and Audit Committee entitled "Analysis and
Evaluation of Statewide Procedures" and a review of
legislative oversight and issue a written report to the
General Assembly with its findings, including such
proposed legislation and rules as are necessary to
implement its findings, by no later than December 1,
1976; and be it further
RESOLVED, That the [[Policy Committee]] Speaker of
the House of Delegates and President of the Senate, after
receiving recommendations from [[the Chairman of]] the
Joint Budget and Audit Committee, the Joint Committee on
Administrative, Executive and Legislative Review, the
House Committee on Appropriations, and the Senate
Committee on Budget and Taxation, appoint members of the
General Assembly, employees of the State, and
representatives of the public as they deem necessary to
assist in the preparation of this report.

A Senate Joint Resolution concerning
Maryland School For The Deaf
FOR the purpose of requesting the Governor to support the
position of the Maryland School for the Deaf
concerning certain staff positions and operating
funds; and concerning the lifting of a certain
"freeze" on faculty positions.
This Body has become increasingly aware of the
growing need for adequate care and teaching of those of
our citizens who, unfortunately, are deaf.
The Maryland School for the Deaf is in great need
for six additional staff positions and $2,500 worth of
operating funds to accommodate growth and efficiency of
the School for the Deaf.
Training and teaching of the deaf requires special
skill, patience, and understanding. The growing number
of the deaf increases the demand for competent teachers.
Therefore, the Maryland School for the Deaf desires to
"unfreeze" six vacant positions among the faculty for
which funds have already been included within the 1977
fiscal year budget; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Governor be requested to seek to make provision for
