State Treasury Building, Annapolis, Maryland 21404.

A SENATE JOINT RESOLUTION concerning
Medicaid Program Cutbacks
FOR the purpose of urging the [[Budget and Taxation
Committee of the Senate of Maryland and the
Appropriations Committee of the House of Delegates
to study the State Medicaid Program and to advise
the Governor on the General Assembly's intent for
the fiscal year 1978 coverage of the Medicaid
Program.]] Joint Budget and Audit Committee of the
General Assembly of Maryland to study the State
Medicaid Program and to develop policy
recommendations concerning the State's involvement
in the Medicaid Program and the appropriate level of
State funding for fiscal year 1978; requesting the
Governor to ensure that the Medicaid Program is
properly funded and to advise the Governor on the
General Assembly's intent for the fiscal year 1978
coverage of the Medicaid Program; and providing for
the Committee to report to the General Assembly and
to the Governor.
WHEREAS, The Medicaid Program is the sole source of
health protection for 420,000 Marylanders of low income;
and
WHEREAS, This Program is a major source of funds for
long term care for Maryland's elderly and severely
disabled; and
WHEREAS, This Program has undergone serious
reduction in dental, drug and podiatry services; and
WHEREAS, The Medicaid Program has not been properly
funded, and the Governor has authorized budget cuts in
the Medicaid Program which have reduced benefits, and
have endangered critical health care services; and
