(b) A projection of the relative benefits
and problems that mandatory deposit legislation would
affect in the areas of energy conservation, resource
conservation, litter prevention, solid waste management,
and consumer cost; and

(c) A projection of the economic effects of
mandatory bottle legislation upon industries involved in
the manufacture, distribution, or retail sales of
beverages in beverage containers, and in the manufacture
of metal or glass beverage containers. This projection
shall also concern itself with any change in the
geographical distribution of particular industries or any
proliferation or decline of particular industries or
types of industries, anticipated to result from mandatory
deposit legislation; and be it further

[[RESOLVED, That the task force shall continue to
function and operate until July 1, 1977; and be it
further]]

RESOLVED, That for the purpose of this Resolution,
the following words have the meanings indicated:

(1)    "Beverage" means beer or other malt
beverages and mineral waters, soda water and similar
carbonated soft drinks in liquid form and intended for
human consumption.

(2)    "Beverage container" means the
individual, separate sealed glass, metal or plastic
bottle, can, jar or carton containing a beverage.

(3)    "Dealer" means every person in this
State who engages in the sale of beverages in beverage
containers to a consumer.

(4)    "Distributor" means every person who
engages in the sale of beverages in beverage containers
to a dealer in this State including any manufacturer who
engages in sales.

(5)    "Environmental group" means a group that
[[has supported mandatory deposit legislation]] has had
mandatory deposit legislation as part of its agenda since
at least June, 1975.

(6)    "Mandatory deposit legislation" means
legislation requiring a deposit on all beverages in
beverage containers.

(7)    "Manufacturer" means every person
bottling, canning or otherwise filling beverage
containers for sale to distributors or dealers; and be it
further

RESOLVED, That copies of this Resolution be
forwarded to the Governor of Maryland, the Honorable
