JOINT RESOLUTIONS

No. 51

RESOLVED, That the Department of Natural Resources

is designated the Task Force Coordinator and the

membership of the Task Force shall include but not be
limited to, [[appropriate representation]] two official
representatives from the following groups: the
Department of Natural Resources; the Department of Health
and Mental Hygiene; the Department of Education; the
Department of Human Resources, including at least one
representative from the State Manpower Planning Office,
the Employment Security Administration, and the Social
Services Administration; the Department of State
Planning; the Department of Agriculture; representative
private employers of environmental manpower; and selected
county and municipal governments which are broadly
representative of employment and environmental needs in
the various geographical regions of the State; and be it
further

RESOLVED, That the Task Force shall prepare a
written report, and in the development of this report,
shall give attention to the following concerns:

1.  Determining how many citizens, ages 18 to 24 are
unemployed and in need of training and employment; and
estimating how many of this group might be interested in
and benefit from participation in an environmental
employment and training program.

2.   Assessing the nature and magnitude of current
and future environmental manpower needs in both the
public and private employment sectors.

3.    Determining what types of training and
employment programs would most profitably mesh the needs
of unemployed young adults with the needs of the
environment-related labor market. Preparing
recommendations concerning the appropriate duration of
such programs.

4.    Determining the extent to which existing
programs, facilities, and other financial and
nonfinancial resources at the Federal, State and local
levels may be utilized to implement such programs.
Ascertaining methods for maximizing the use of existing
available resources in order to avoid additional burdens
upon the State capital and operating budgets.

5.  Determining how the State may reap maximum
benefit from the proposed Young Adult Conservation Corps
program currently under consideration in Congress and
from any other proposed Federal programs addressing the
problem of unemployment, particularly in the young adult
population.

6.    Determining bow the State may ensure that any
proposed program will involve participation by a cross
