Cecil County by the   Maryland Council for Higher Education

merits additional     time to conduct this study; now,
therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the report by the Maryland Council for Higher Education
concerning future utilization of Tome Hill School be
submitted to the General Assembly in January, 1977; and
be it further

RESOLVED, That copies of this Resolution be sent to
the Governor and the Maryland Council for Higher
Education.

A House Joint Resolution concerning

Young Adult Environmental Program

FOR the purpose of requesting the Governor to appoint a
Task Force to study the desirability of implementing
in Maryland a program providing young adults with
training and employment in environmental improvement
activities in both urban and nonurban areas.

WHEREAS, The unemployment rate among young adults is
excessively high; and

WHEREAS, Young adults facing the current slack
economy have very limited opportunities to gain the job
experience, training and skills required to compete
successfully in the labor market; and

WHEREAS, Unemployment among young adults contributes
to alienation, crime, and a variety of other social ills;
constitutes a drain upon social service resources and a
loss of tax revenues; and thereby has a pervasive
negative effect on the quality of life in the State; and

WHEREAS, Both urban and nonurban areas of the State
would profit from an expansion of environmental
improvement activities; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Governor be requested to appoint a Task Force to
study the desirability and feasibility of implementing a
program providing young adults, ages 18 to 24, with
training and employment in environmental improvement
activities in both urban and nonurban areas; and be it
