2676 JOINT RESOLUTIONS No. 45
WHEREAS, The most effective manner in which this
nation can lessen its dependence on foreign nations is to
lessen its consumption of energy in an organized plan of
conservation; and
WHEREAS, The state governments and public officials
of this nation have a responsibility to establish
leadership and example in the efforts of the nation to
conserve its energy consumption; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Governor is requested to establish a committee to
examine the energy needs of the State government, and to
have the committee design an energy conservation plan
which will reduce the energy consumption of the State
government by 10 percent; and be it further
RESOLVED, That the committee report its findings and
plans no later than January 1, 1977, to the General
Assembly of Maryland for appropriate action; and be it
further
RESOLVED, That copies of this Resolution be sent by
the Secretary of State (under the Great Seal of the State
of Maryland) to the Honorable Jack Hewitt, Director,
Energy Policy office, Fifth Regiment Armory, Baltimore,
Maryland 21201; and Mr. Simon McQue, Liaison for Energy
Matters, Office of the Lieutenant Governor, State House,
Annapolis, Maryland 21404; and the Honorable Norman
Stone, Jr., Chairman, AELR Committee, P.C. Box 348,

A House Joint Resolution concerning
Transporting of Hazardous Materials
FOR the purpose of requesting the State Department of
Transportation the Department of Health and Mental
Hygiene, and the Department of Natural Resources to
form a Task Force to formulate recommendations for
consolidating into one State agency the authority to
regulate and supervise the transporting of hazardous
materials through Maryland; providing for
consultations with other State agencies; directing
that the recommendations provide for a coordinated
response plan for emergencies and for the training
of personnel involved in the inspection and handling
of hazardous materials; requiring that the
