RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the [[Department of Human Resources be requested to study
the feasibility of implementing]] United States
Department of Agriculture be requested to implement a
"standardized change" which a food stamp recipient can
use in certain retail outlets; and be it further
[[RESOLVED, That the Department of Human Resources
reports its findings on this matter and appropriate
action taken no later than January 1, 1977, to the
General Assembly of Maryland; and be it further]]
RESOLVED, That copies of this Resolution be sent to
the Secretary, Department of Human Resources, the
Honorable Richard A. Batterton, 1100 N. Eutaw Street,

A House Joint Resolution concerning
Out—of—State and Foreign Students in Maryland
Institutions
FOR the purpose of requesting that [[a Study Commission
be appointed to]] the Maryland Council for Higher
Education study the problem of out—of—state [[,
including military personnel and their families,]]
and foreign students in Maryland public colleges and
universities.
The citizens of Maryland are fortunate in having a
superior public higher education system. This system has
been paid for with tax dollars by our citizens, and we
can be justifiably proud of our efforts.
An important question now facing our public colleges
and universities is how many out-of-state [[, including
military personnel and their families,]] and foreign
students can be admitted without jeopardizing the
opportunities of Maryland students to get a quality
education.
Although out-of-state [[, including military
personnel and their families,]] and foreign students add
to the diversity and cultural life of a college or
university, the demand in our educational facilities is
