RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Attorney General's Office and the Insurance
Commissioner be requested to [[investigate Blue Cross]]
carry out a study to determine whether or not the rates

of Blue Cross of Maryland are justified and, in

particular, whether or not Blue Cross of Maryland is, or
will be, bearing its fair share of hospital bad debts and
the cost of charity care; and be it further

RESOLVED, That copies of this Resolution be sent to
the Attorney General and the Insurance Commissioner.

(Senate Joint Resolution No. 28)

A Senate Joint Resolution concerning

Employment Security Administration

FOR the purpose of requesting that a joint committee of
the General Assembly be established in order to
[[investigate]] study and review the Employment
Security Administration; and generally relating to
that committee.

WHEREAS, There have been numerous complaints
recently about the alleged inefficient operation of the
Employment Security Administration; and

WHEREAS, Tremendous financial hardships to many
Maryland citizens have been created by inefficiencies in
the bureaucracy; and

WHEREAS, Among other shortcomings, there have been
reports of discourteous employees, failures to
communicate with interested or eligible persons, and
lengthy delays in receiving checks by eligible persons;

and

WHEREAS, It has been alleged that there are not
sufficient funds in the Maryland Unemployment Fund; and

WHEREAS, The Employment Security Administration is
controlled and influenced by both the Federal and State
governments which causes extensive bureaucratic delays in
providing adequate staff, sufficient training, and
decision making; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That a
joint committee of the General Assembly be established in
order to [[investigate]] study and review the Employment
