duties, are unable to utilize the leave days given to
them as compensatory time.

It is unfair to employees of the State of Maryland
to go unpaid or uncompensated for hours of overtime
worked by them; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the officials of the State of Maryland be requested to
investigate the feasibility of permitting credit toward
retirement for all State employees who have accumulated
compensatory time which is unused at the time of their
retirement; and be it further

RESOLVED, That copies of this Resolution be sent to
the Honorable Marvin Mandel, the Honorable Blair Lee, the
Honorable Louis L. Goldstein, the Honorable John Hanson
Briscoe, the Honorable Steny Hamilton Hoyer, and the
Honorable Henry G. Bosz.

(House Joint Resolution No. 145)

A House Joint Resolution concerning

Board of Public Works

FOR the purpose of requesting the Governor to appoint a
task force to study the functions of the Board of
Public Works.

WHEREAS, The Constitutional Convention of 1967
recommended that the various functions of the Board of
Public Works be reviewed in detail for the purpose of
consolidating or modifying those functions and
responsibilities; and

WHEREAS, The Board of Public Works has teen studied
and reviewed in recent years but no recommendations have
been made with regard to the functions of that Board; and

WHEREAS, The General Assembly has steadily increased
the responsibilities and duties of the Board of Public
Works, including quasi—legislative responsibilities; and

WHEREAS, In order to aid the General Assembly in the
consideration of legislation affecting the Board of
Public Works, a task force should be appointed to study
the functions of the Board and report its findings and
recommendations to the Governor and the General Assembly;
now, therefore, be it
