PURPOSES OF COMPREHENSIVE HEALTH PLANNING AND HEALTH CARE
INFORMATIONAL SERVICES IN THE REGION.

(A)    THE GOVERNING BOARD OF THE AGENCY SHALL
EXERCISE ALL THE POWERS OF THE AGENCY EXCEPT THOSE
CONFERRED UPON OR RESERVED TO THE COUNTIES IN THE REGION
OR ANY OTHER STRUCTURE WITHIN THE AGENCY ACCORDING TO
LAM, THE AGREEMENT OF THE COUNTIES IN THE REGION OR THE
BYLAWS OF THE AGENCY.

(B)    THE AGENCY SHALL ANNUALLY PROVIDE A REPORT OF
ITS ACTIVITIES AND A STATEMENT ACCOUNTING FOR ALL FUNDS,
PROPERTY AND EXPENSES OF THE AGENCY FOR THE PRECEDING
YEAR TO EACH OF THE GOVERNING BODIES OF THE COUNTIES
WITHIN THE REGION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
[[shall take effect July 1, 1976.]] is declared to be an

emergency measure and necessary for the immediate

preservation of the public health and safety and having
been passed by yea and nay vote supported by three-fifths

of all the members elected to each of the two Houses of

the General Assembly, it shall take effect from the date
of its passage.
