assessments; confirming existing assessments;
patterning the Commission procedure on procedures
developed in other Maryland metropolitan areas in
order to accommodate contemporary development
patterns and living modes and to spread the capital
costs of water and sewerage as equitably as
practicable among those benefitted; permitting the
Commission to require certain private systems to be
dedicated; affording the Commission flexibility in
the use of connection charges; permitting a more
equitable distribution of the costs of the
connection; providing for the acquisition of
existing systems; providing for the payment of
certain expenses by the County Commissioners;
providing certain transitory provisions and
validating prior proceedings, assessments, and other
charges; clarifying language; specifying a certain
effective date; and relating generally to the St.
Mary's County Metropolitan Commission.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 158, 160(a), 160(b), 161, 162,
165, 170, 171(a), 171(b), 171(c), 171(d), 173, 174, 175,
177, 178, 179 and 180 of the Public Local Laws of St.
Mary's County being Article 19 of the Public Local Laws
of Maryland (1965 Edition and 1974 Supplement, as
amended), be and they are hereby repealed and reenacted,
with amendments; and that Sections 157, 159, 159A, 163,
164, 166, 167, 168, 169, 171(e), 172, and 176 of said
Article be and they are hereby repealed; and that
