(8) Dipped sticks, the pyrotechnic composition of
which contains any perchlorate not exceeding five grams
[, and all sparklers].
(9) Mines and shells of which the mortar is an
integral part, total pyrotechnic composition not
exceeding forty grams in weight.
(10) Firecrackers and salutes with casings, and
external dimensions not exceeding one and one-half inches
in length, or one quarter inch in diameter, and total
pyrotechnic composition not exceeding two grains each in
weight.
(11) Novelties consisting of two or more devices
enumerated in this subsection.
The use of the term "Class C" common fireworks is
based on United States Department of Transportation
regulations.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1976.

AN ACT concerning
St. Mary's County Metropolitan Commission
FOR the purpose of revising the St. Mary's County
Metropolitan Commission Act in order to clarify
certain provisions, including the Commissions power
to contract with federal, State, county and
municipal governments and agencies and others and
the extent of tax exemption; requiring that the
compensation of the Commission members be fixed by
the St. Mary's County Commissioners; designating the
maps which define the boundaries of the several
sanitary districts; providing for changes to the
boundary lines of existing sanitary districts;
removing references to "drainage systems"; restating
and broadening the authority of the County
Commissioners to make advances for preliminary
expenses; clarifying and making more explicit the
existing procedures and basis for benefit
