(b)        The Board of Education of Prince George's
County shall negotiate an organizational security
provision, commonly known as "agency shop", with
organizations which represent full-time noncertificated
public school employees.]

SECTION 2. AND BE IT FURTHER ENACTED, That Section
160A(c) of Article 77 - Public Education, of the
Annotated Code of Maryland (1975 Replacement Volume and
1975 Supplement) be and it is hereby repealed and
reenacted, with amendments, to read as follows:

Article 77 — Public Education

160A.

(c)         (1) Public school employees also have the
right to refuse to join or participate in the activities
of employee organizations.

(2)        IN PRINCE GEORGE'S COUNTY, THE BOARD OF

EDUCATION SHALL NEGOTIATE AN ORGANIZATIONAL SECURITY
PROVISION, COMMONLY KNOWN AS "AGENCY SHOP," WITH EMPLOYEE
ORGANIZATIONS.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1976.

AN ACT concerning

Maryland State Fair - State Grant For
Improvements

FOR the purpose of requiring payment over a certain
number of fiscal years to the Maryland State Fair
Board a sum of money to be disbursed by the Board to
the Maryland State Fair and Agricultural Society,
Inc., as a State grant to assist in financing the
construction, expansion, relocation, replacement and
modernization of the facilities and equipment of the
Society used or to be used by it in conducting the
Maryland State Fair; providing for the State Fair
Board to administer distribution of the State grant;
