Transportation or the Toll Facilities Police Force of the
Maryland Transportation Authority; or
(6) A member of the University of Maryland
OR TOWSON STATE COLLEGE police; or
(7) Appointed, or given the powers of, a
special policeman employed and compensated by the State
for the enforcement of law and the maintenance of order
on property of the State or of any of its agencies, or
for the protection of such property; or
(8) The sheriff of any county or of Baltimore
City and whose usual duties include the making of
arrests; or
(9) A regularly employed deputy sheriff of any
county and who is compensated by the county and whose
usual duties include the making of arrests.
SECTION 2. AND BE IT FURTHER ENACTED, That new
Section 13A-1 be and it is hereby added to Article 77A —
Higher Education, of the Annotated Code of Maryland (1975
Replacement Volume and 1975 Supplement) to read as
follows:
Article 77A — Higher Education
13A-1.
(A) A MEMBER OF THE TOWSON STATE COLLEGE POLICE IS
AND HAS THE POWERS OF A PEACE AND POLICE OFFICER ONLY ON
PROPERTY OWNED, LEASED, OPERATED, OR UNDER THE CONTROL OF
TOWSON STATE COLLEGE.
(B) MEMBERS OF THE TOWSON STATE COLLEGE POLICE MAY
NOT ACT ON PROPERTY WHICH IS NOT OWNED, LEASED, OPERATED,
OR UNDER THE CONTROL OF TOWSON STATE COLLEGE EXCEPT (1)
WHEN IN HOT PURSUIT OF A SUSPECTED OFFENDER; (2) [[WHEN
IN SEARCH OF AN OFFENDER WANTED FOR A CRIME COMMITTED ON
PROPERTY OWNED, LEASED, OPERATED, OR UNDER THE CONTROL OF
TOWSON STATE COLLEGE, OR WHEN SEEKING TO INTERVIEW A
WITNESS OR SUPPOSED WITNESS TO A CRIME COMMITTED ON
PROPERTY OWNED, LEASED, OPERATED, OF UNDER THE CONTROL OF
TOWSON STATE COLLEGE; (3)]] WHEN NECESSARY IN ORDER TO
FACILITATE THE ORDERLY INGRESS OR EGRESS OF TRAFFIC TO
AND FROM PROPERTY OWNED, LEASED, OPERATED, OR UNDER THE
CONTROL OF TOWSON STATE COLLEGE; [[(4) WHEN SPECIFICALLY
REQUESTED OR PERMITTED TO SO ACT BY THE CHIEF EXECUTIVE
OFFICER OR THE CHIEF POLICE OFFICER OF ANY POLITICAL
SUBDIVISION;]] OR [[(5)]] (3) WHEN ORDERED TO SO ACT BY
THE GOVERNOR.
(C) THE BOARD OF TRUSTEES, IN CONSULTATION WITH
THE SUPERINTENDENT OF THE MARYLAND STATE POLICE AND THE
MARYLAND POLICE TRAINING COMMISSION, SHALL ESTABLISH AND
PROMULGATE STANDARDS, QUALIFICATIONS AND PREREQUISITES OF
CHARACTER, TRAINING, EDUCATION, HUMAN AND PUBLIC
