BY repealing and reenacting, with amendments,
Article 66D — Maryland—National Capital Park and

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 2-113 of Article 66D -
Maryland—National Capital Park and Planning Commission,
of the Annotated Code of Maryland (1970 Replacement
Volume and 1975 Supplement) be and it is hereby repealed
and reenacted, with amendments, to read as follows:

[The Commission shall publish annually, in at least
one newspaper published in Montgomery County and one in
Prince George's County, a full and true account of its
receipts and disbursements. Prior to the publication,
the accounts shall be audited by a certified public
accountant employed by the Commission for the purpose of
making this audit and certifying to the correctness of
the published account.] THE COMMISSION SHALL PREPARE AN
ANNUAL FINANCIAL REPORT WHICH SHALL INCLUDE THE FINANCIAL
STATEMENTS OF THE COMMISSION AND WHICH SHALL BE CERTIFIED
BY INDEPENDENT CERTIFIED PUBLIC ACCOUNTANTS. FOLLOWING
THE COMPLETION OF THE AUDIT, A SUMMARY FINANCIAL REPORT
CONSISTING OF A COMBINED STATEMENT OF REVENUES AND
EXPENDITURES FOR ALL FUNDS SHALL BE PUBLISHED BY THE
COMMISSION IN AT LEAST ONE NEWSPAPER PUBLISHED AND
GENERALLY CIRCULATED IN MONTGOMERY COUNTY AND THOSE
NEWSPAPERS OFFICIALLY DESIGNATED BY THE PRINCE GEORGE'S
COUNTY GOVERNMENT AS NEWSPAPERS OF RECORD, OR IN THE
ABSENCE OF THE DESIGNATION THEREOF, IN AT LEAST ONE
NEWSPAPER OF GENERAL CIRCULATION PUBLISHED IN PRINCE
GEORGE'S COUNTY. THE PUBLICATION OF THE SUMMARY
FINANCIAL REPORT SHALL CARRY APPROPRIATE REFERENCES TO
THE COMMISSION'S CERTIFIED ANNUAL FINANCIAL REPORT. THE
CERTIFIED ANNUAL FINANCIAL REPORT SHALL BE MADE AVAILABLE
BY THE COMMISSION FOR DISTRIBUTION TO THE PUBLIC.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1976.
