(C)   THE BOARD SHALL SUBMIT TO THE COMMISSIONER,
ITS RECOMMENDATIONS AS TO THE SAID PROPOSED RULES,
REGULATIONS AND STANDARDS, OR THEIR MODIFICATIONS,
AMENDMENTS, OR REVOCATIONS, TOGETHER WITH A REPORT,
INDICATING THE NEED FOR THE PROPOSALS AND SUMMARIZING THE
TESTIMONY PRESENTED AT ANY PUBLIC HEARING AND ANY OTHER
INFORMATION OR TECHNICAL DATA AVAILABLE TO THE BOARD.

(D)    IF THE COMMISSIONER DETERMINES, AFTER RECEIPT
FROM THE BOARD OF ITS RECOMMENDATIONS AS TO THE PROPOSED
RULES, REGULATIONS AND STANDARDS, OR THEIR MODIFICATIONS,
AMENDMENTS, OR REVOCATIONS TO ADOPT AND ISSUE THE
PROPOSED RULES, REGULATIONS AND STANDARDS OR THEIR
MODIFICATIONS, AMENDMENTS OR REVOCATIONS, AFTER
SUBMISSION BY THE BOARD TO HIM OF ITS RECOMMENDATIONS, HE
SHALL PUBLISH IN THE MARYLAND REGISTER NOTICE OF HIS
INTENTION TO ADOPT AND ISSUE THEM IN ORDER TO AFFORD
INTERESTED PERSONS OPPORTUNITY TO SUBMIT DATA OR VIEWS IN
WRITING OR ORALLY AT ANY PUBLIC HEARING WHICH THE
COMMISSIONER SHALL PRESCRIBE.

(E)    THE COMMISSIONER SHALL COMPILE AND KEEP ON
FILE IN HIS OFFICE AS A PUBLIC RECORD A SET OF SUCH
ROLES, REGULATIONS AND STANDARDS WHICH ARE IN EFFECT AND
SHALL PREPARE COPIES OF THE RULES, REGULATIONS AND
STANDARDS WHICH SHALL BE AVAILABLE TO EVERY INTERESTED
PERSON UPON REQUEST. THE COMMISSIONER MAY FIX A PRICE
COVERING SUCH COMPILATION WHICH SHALL COVER COST OF
PREPARATION AND MAILING.

(F)   RULES, REGULATIONS, STANDARDS, OR
MODIFICATIONS, AMENDMENTS, OR REVOCATIONS THEREOF, ISSUED
BY THE COMMISSIONER UNDER THIS SUBTITLE SHALL BE
EFFECTIVE AS [[OF THE DATE OF ISSUANCE AND PUBLICATION]]
PROVIDED IN ARTICLE 41, SECTION 256-0 AND SHALL HAVE THE
FORCE AND EFFECT OF LAW. THE COMMISSIONER, HOWEVER, MAY
DELAY THE EFFECTIVE DATE FOR SUCH PERIOD (NOT TO EXCEED
90 DAYS) AS THE COMMISSIONER DETERMINES MAY BE NECESSARY
TO INSURE THAT AFFECTED OWNERS, OPERATORS, LESSEES OR
MANUFACTURERS OF AMUSEMENT RIDES AND ATTRACTIONS WILL BE
INFORMED OF THE EXISTENCE OF SUCH RULES, REGULATIONS AND
STANDARDS AND OF ITS TERMS AND THAT AFFECTED OWNERS,
OPERATORS, LESSEES, MANUFACTURERS OF AMUSEMENT RIDES AND
ATTRACTIONS ARE GIVEN AN OPPORTUNITY TO FAMILIARIZE
THEMSELVES AND THEIR EMPLOYEES WITH THE EXISTENCE OF THE
REQUIREMENTS OF SUCH RULES, REGULATIONS AND STANDARDS.

[[(G) (1) NOTWITHSTANDING ANY OTHER PROVISION OF
THIS SECTION, THE COMMISSIONER MAY PROMULGATE AND ISSUE
AN EMERGENCY TEMPORARY STANDARD RULE OR REGULATION TO
TAKE IMMEDIATE EFFECT UPON DAY OF ISSUANCE AND
PUBLICATION IF HE DETERMINES THAT:

(I)    THE PUBLIC IS EXPOSED TO GRAVE
DANGER FROM EXPOSURE TO CIRCUMSTANCES DETERMINED TO BE
PHYSICALLY HARMFUL OR FROM NEW HAZARDS; AND

(II)   THE EMERGENCY STANDARD RULE OR
